Function of DMS

Delhi Milk Scheme (DMS) is a subordinate office of the Department of Animal Husbandry & Dairying, and was set up with noble objective of supplying wholesome milk to the citizens of Delhi at reasonable price and also to provide remunerative price to the milk producer farmers.

DMS is also committed to fulfill the needs and expectations of its customers and delight them with quality and safe milk and milk products with prompt and efficient service.

Function of CHRS

Central Herd Registration Scheme envisages locating and registering elite animals of indigenous cattle and buffalo breeds in the potential breeding tracts. Central Herd Registration Scheme locates superior germ plasm in the farms and breeding tracts through milk recording and registration.

Animals meeting specific production standards are registered in the Central Herd Book, qualifying their owners for performance-based incentive prizes. Additionally, the Central Herd Registration Scheme (CHRS) conducts extension activities to support and educate local farmers.

Function of CCBF

To bridge the gap between supply and demand and eliminate milk powder imports, the Government of India launched the Central Cattle Breeding Farm (CCBF) project between 1968 and 1976. This initiative focuses on driving long-term genetic improvement by providing high-yielding germplasm of recognized indigenous and exotic cattle breeds across different agro-climatic zones.

A total of seven such Central Cattle Breeding Farms exist throughout the Republic of India, which are as follows-1. Suratgarh, Rajasthan 2. Sunabeda, Koraput, Odisha, 3. Chiplima, Sambalpur, Odisha 4. Hessarghatta, Karnattaka 5. Andeshnagar, UP 6. Allamadhi, Tamilnadu 7. Dhamrod, Gujrat . Out of the seven CCBFs established nationwide, the management of three (Alamadhi, Andeshnagar, and Dhamrod) has been handed over to the National Dairy Development Board (NDDB). Meanwhile, CCBF Hessarghatta operates under the Centre of Excellence for Animal Husbandry (CEAH) Bangalore, with the remaining farms continuing as the backbone of the country’s dairy industry.

Function of NDDB

National Dairy Development Board (NDDB) was Founded on the principle that national progress relies on rural development. It .promotes, finances, and supports milk producer-owned cooperative institutions.

By implementing strategic cooperative programs, NDDB transformed India’s rural economy, making dairy farming a highly viable, profitable, and sustainable livelihood for millions of milk producers. These targeted efforts successfully addressed the nation’s critical need for self-sufficiency in milk production. Additionally, the board continuously reaches out to dairy farmers with innovative and income-generating activities to ensure long-term livelihood security.

Cattle

Breed Improvement Institutes

Breed Improvement Institutes under Cattle Division includes seven Central Cattle Breeding Farms and four Central Herd Registration Units established in different regions of the country to produce genetically superior bull calves, quality frozen semen from High Genetic Merit Bulls (HGM) and for identification and location of superior germplasm of indigenous breeds of cattle and buffaloes, so as to meet the requirement of HGM bulls and frozen semen doses in the country. These organizations are also playing important role in training of manpower in frozen semen technology and training of farmers and entrepreneurs in farm management.

Central Cattle Breeding Farms (CCBFs)

There are seven Central Cattle Breeding Farms (CCBFs) located at Alamadhi (Tamil Nadu), Andeshnagar (UP), Chiplima & Sunabeda (Odisha), Dhamrod (Gujarat), Hessarghatta (Karnataka) and Suratgarh (Rajasthan). These CCBFs are engaged in scientific breeding of cattle and buffaloes with the aim of production of high pedigreed bulls for genetic upgradation programmes. Besides, these farms are also providing awareness training to the farmers and breeders. As per decision taken by the Ministry with effect from 01.04.2023 technical management of three farms i.e. CCBF-Alamadhi, CCBF-Andeshnagar & CCBF-Dhamrod have been transferred to National Dairy Development Board (NDDB).

Objectives

Mandate of these farms is as under:

  • i. Progressive genetic improvement of herd for Milk Production and other important traits like calving interval, days open and days dry through scientific selection and organized breeding plan.
  • ii. Development and conservation of superior germplasm of various cattle and buffalo breeds.
  • iii. Production and distribution of high genetic merit (HGM) bulls to different Breeding Agencies for semen production.
  • iv. Demonstration of scientific breeding and farm management practices to the technical personnel extension workers and farmers.

CCBF, Alamadhi

The Central Cattle Breeding Farm is located at (Avadi), Alamadhi, Chennai was established in 1973 with aim of promoting Murrah breed of buffalo in the southern region and to meet requirement of HGM bulls of Murrah breed in the region.

CCBF, Dhamrod

The Central Cattle Breeding Farm, Dhamrod is located at the Surat in Gujarat. The farm was established during 1968 with Surti buffalo breed, with aim and objective to produce superior high pedigreed Surti bull calves for propagation and breeding purpose throughout the country and also to conserve this indigenous breed. The farm also houses Gir breed of cattle and crosses of Holstein Friesian cattle to produce superior bull calves.

CCBF, Andeshnagar

The Central Cattle Breeding Farm, is located at Andeshnagar in Uttar Pradesh. The farm was established during 1976 and houses Murrah breed of buffalo and at present houses crosses of Holstein Friesian also.

CCBF, Chiplima

The Central Cattle Breeding Farm, Chiplima is located at Basantpur, District Sambalpur in Odisha. The farm was established during 1968 and houses Red Sindhi breed of cattle, Gir and cross breds of Jersey X Red Sindhi.

CCBF, Sunabeda

The Central Cattle Breeding Farm, Chiplima is located at Sunabeda, District Koraput in Odisha State. The farm was established during 1972 and houses exotic Jersey breed of cattle.

CCBF, Suratgarh

The Central Cattle Breeding Farm, Suratgarh is located at District Sriganganagar in Rajasthan State. The farm was established during 1967 and houses indigenous stock of Tharparkar breed of cattle.

Central Herd Registration Scheme (CHRS)

The Department is implementing a Central Herd Registration Scheme (CHRS) for registration of elite cows and buffaloes and to provide incentive for rearing of elite cows and male calves. The aim of the scheme is to undertake identification and propagation of superior germplasm of indigenous breeds in the breeding tract through field performance recording and arrange breeding of selected cows with high genetic merit bulls. The scheme is playing crucial role in development and conservation of indigenous breeds.

Under the scheme there are 4 CHRS units located at Rohtak, Ahmedabad, Ajmer and Ongole. There are 95 milk recording centers to undertake field performance recording (FPR). The scheme is covering 14 indigenous breeds of cattle and buffalo in 9 States.

Dairy

Vision

Dairy promotes technological advancement, research & development (R&D) and innovation, while working closely with State Governments, dairy cooperatives, Milk Producer Organizations (MPOs), National Dairy Development Board (NDDB) and other stakeholders to strengthen milk procurement, processing, marketing, quality assurance and cold chain infrastructure. Division also coordinates with the Bureau of Indian Standards (BIS) and the Food Safety and Standards Authority of India (FSSAI) on dairy standards and regulations, promotes international cooperation and implements flagship initiatives such as the National Programme for Dairy Development (NPDD) and Supporting dairy Cooperatives and farmer Producer Organization engaged in dairy activities(SDCFPO) to enhance dairy farmers’ incomes, improve milk quality, manage working capital requirement and strengthen sustainable dairy value chains.
