Work Details of IFD/Budget
The Integrated Finance Division (IFD) and Budget Section are collectively responsible for providing financial advice, concurrence, and comprehensive budgetary management for the Ministry/Department, including scrutiny and release of Grants-in-Aid; examination of administrative and establishment matters of various divisions and autonomous bodies; vetting of EFC memos, Cabinet Notes, policy proposals, and meeting agendas (NSC/PSC/PAC/PCMC); coordination of parliamentary and standing committee matters; examination of annual accounts, audit coordination, and financial oversight of meetings, conferences, and RRM-related activities, while simultaneously handling preparation and consolidation of Budget Estimates (BE), Revised Estimates (RE), Detailed Demands for Grants (DDG), Statement of Budget Estimates (SBE), Supplementary Demands, Appropriation Accounts, and Explanatory Notes; managing re-appropriation proposals and budget portals such as UBIS; monitoring NER expenditure and fund flow as per Department of Expenditure guidelines; maintaining detailed financial and concurrence data; overseeing surrender of savings, assets register, staff strength, gender budgeting, opening of new Heads of Account, and ensuring timely compliance with all financial rules, budget provisions, and principles of financial propriety.
